Position Title:              Senior Director of Clinical Operations

Supervisor:                  Chief Executive

Supervises:                  Surgical Services, OR Directors, Pre/post-op Directors, RN Staff, Quality and Credentialing Coordinator, other Support Staff, as necessary and Clinical Contract Services

JOB SUMMARY:

Directs clinical and support services staff.  Functions as a member of the administrative management team in all aspects of the Center’s management.

KEY AREAS OF RESPONSIBILITY:

Clinical Operations

  • As part of the administrative management team, collaborates to ensure clinical policy development and communication to staff.
  • Develops, in conjunction with the Medical Director and other staff, proper clinical protocols that ensure patient safety, comfort, and quality.
  • With the Medical Director, develops appropriate admission and discharge procedures and assures that pre-admission criteria are appropriately met.
  • With the Medical Director, coordinates pharmaceutical program.
  • Directs the preparation and administration of clinical budget, making certain the clinical units are operated within approved budget; reports variances and makes        adjustments as recommended/necessary.
  • Evaluates ongoing patient care and reports significant patient problems to other members of the management team
  • Serves as resources and role model for clinical staff
  • As part of administrative management team, plans, recommends, initiates, implements and evaluates new initiatives
  • With the Medical Director, coordinates and maintains development and   maintenance of all activities related to clinical recordkeeping.  Assigns             responsibility for maintenance of a medical records systems which insures:
  • Confidentiality
    • unique identification of each patient’s records
    • timely retrieval of individual records upon request
      supervision of the collection, processing, maintenance, storage, retrieval, and distribution of records
    • maintenance of a pre-determined secured and organized record format
  1. Human Resource Management
  • Collaborates with Human Resource Manager and other departments in problem solving techniques. Keeps Chief Executive up to date on departmental needs.
  • Promotes team approach to patient care and teamwork
  • As part of administrative management team, develops center goals.
  • Works closely with Chief Executive, Medical Director, Human Resource Manager and other clinical managers to ensure smooth operations within a cooperative teamwork.
  • Assures appropriate educational programs for maintenance of strong clinical skills among clinical staff.
  • Collaborates with clinical managers to develops policies, procedures, and processes, which promote efficient utilization of clinical staff and facility resources.
  • Notifies Executive Director or significant problems as appropriate.
  • Assist Human Resource Manager with recruiting, interviewing, hiring, training, orienting, evaluating and coaching the clinical staff to ensure clinical staff exemplifies the vision and mission of the center.  Notifies Chief Executive of significant problems as appropriate.
  • Develops, maintains and adjusts clinical staffing model to meet the health care needs of patients.  Assures labor productivity targets are met.  All variances are reported and justified to the Chief Executive.
  1. Quality Improvement and Patient Satisfaction
  • With the Medical Director, assures that quality patient care is delivered through establishment of Quality Improvement monitoring and benchmarking.
  • Develops ways to enhance utilization of clinical services.
  • As part of administrative management team, develops methodology to measure and continually improve customer/patient satisfaction.
  • Works closely with Director of Information Services directly related to quality and privacy.
  • Applies Quality Assessment and Performance Improvement techniques to improve overall performance of clinical departments.
  • Develops and maintains monitoring system to assure physician satisfaction.
  • Ensures that all clinical processes meet and /or exceed all regulatory agency guidelines.
  1. Administrative Activities
  • Works closely with the Yellowstone Surgery Center management team members to delineate and accomplish marketing strategies.
  • Works cooperatively with contract service personnel to provide high quality cost effective ancillary and support services to the Center and its patients.
  • Under the Supervision of the Chief Executive, conducts risk management activities to include but not limited to:  Handling patient complaints and grievances, assisting YSC’s lawyers with case litigation, Life Safety Code inspections, OSHA training, incident reporting, Disaster Planning.
  • Actively participates in all related surveys.
  • Prepares or oversees preparation of meeting minutes and presentations for the Quality Committee, Infection Control Committee, Risk Management Committee, Board of Operations and MEC.
  • Prepares or oversees preparation of communications from Board designated committees to the Board of Managers and back to the committee or staff level.

 

Evaluation

  • Competency to perform nursing actions that demonstrate accountability.

  • Leads committee in quality assurance monitoring.
  • Competency to evaluate effectiveness of nursing care.
  • In keeping with the teamwork philosophy, acts as a resource person to other staff.
  • Adheres to OSHA guidelines for Universal Precautions for exposure to blood and body fluids, using appropriate personal protective equipment (PPE).
  • Follows AORN Recommended Practices and the Center’s policy at all times.
  • Assists visitors, staff and physicians, utilizing good guest relations.
  • Works in a spirit of teamwork and trust; conducts self in professional manner and maintains professional boundaries in working with others.
  • Completes Quality review of patient charting accurately and concisely.
  • Communicates appropriate information to surgeons and anesthesiologist concerning patient care.
  • Communicates and interacts with patients and family in a positive and supportive manner.
  • Attends and participates in in-service programs, communication groups, and staff meetings.
  • Complies with cost containment monitoring.
  • Employees are required to follow any other job-related instructions and to perform job-related duties as requested by their supervisor.
  • Maintains required professional license and/or certificates.
  • Acts in a way that is respectful to patients, families, and co-workers at all times.
  • Accepts responsibility for own behavior.

Qualifications and Experience:

Education:        Graduates from an accredited School of Nursing, preferably with a Baccalaureate or Masters Degree in Nursing or Health Care Administration.

License:            Current State of Montana Nursing License.

Experience:      Current RN and 5+ years’ experience in Administrative Management  with the healthcare field, outpatient surgery center preferred.

 

Minimal knowledge, skills and abilities required:

  • Demonstrated management skills, professional attitude and leadership ability.
  • Knowledge of accepted standards (AORN, State, AAAHC). Ability to interpret these into policy for the ambulatory surgery center and to educate staff regarding -these policies.
  • Strong decision making and organization skills.
  • Ability to appraise and evaluate situations and to plan and recommend alternative courses of action.
  • Adaptability to change and the ability to implement change.
  • Effective interpersonal skills.
  • Proficient in knowledge and use of computers and software.
  • Ability to review, analyzes, and manage based on financial/statistical reports.
  • Ability to prepare comprehensive reports.
  • Strong organizational skills and attention to detail.

 

LANGUAGE SKILLS

  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to speak effectively before customers or employees of organization.  Demonstrates good interpersonal communications skills.  Must be able to speak and understand English as well as written communication.

  • Normal hospital environment with exposure to chemical odors, cleaning solvents, and other hazardous materials.
  • Exposure to possible injury when working with electrical equipment and lasers which requires care and following proper safety procedures.

Based on the OSHA guidelines for protection against occupational exposure to Hepatitis and HIV, this position is described as Category I.  This means that this position has exposure to blood and body fluids.  Policies are in place for Universal Precautions identifying exposure risks and appropriate barrier protection.
